Khavda IV C Transmission Limited (K4CPTL) is a power line project that has been planned by the Ministry of Power, Government of India and will be executed by a private company. The project will supply 7,000 MW of renewable power from Khavda renewable park in Kutch region of Gujarat to Maharashtra. The project has been discussed and agreed at various meetings held between the Ministry of Power, Central Electricity Authority, and Western Region Power Committee. What this project consists of?
The project consists 5 transmission elements which will be constructed in Gujarat and Maharashtra states. The elements include i) a 765/400 kV substation in Maharashtra; ii) 765 kV South Olpad (GIS) – Boisar-II transmission line; iii) LILO of 765 kV Navsari (New) – Padghe (PG) transmission line; iv) 400 kV Boisar-II – Velgaon transmission line; v) and LILO of 400 kV Babhaleswar – Padghe transmission line. What are the impacts of this project?
The project aligns with the Government of India’s ambitious target of developing 500 GW of renewable energy capacity by 2030. By evacuating additional 7,000 MW of power flow from the renewable energy park in Gujarat, it will provide uninterrupted, reliable, and quality power supply to Maharashtra. Why are you taking line through our land/village?
This project has been approved by the Government of India and the route has been reviewed and finalised after conducting a detailed survey.
What will be the impact of the project on lands through which the corridor is passing?
In case of transmission line project, there is no land acquisition or purchase made. The project only requires ‘Right of Way’ (ROW) access on the land parcel and the land title continues to remain with the landowner. However, the landowner is duly compensated for the surface damages (crop compensation) incurred during the construction activity as well as for the land area used under tower and conductor.
Further, land below transmission corridor can be utilized for farming, development of vegetable gardens, open storage, parking, development of park & playground, water & sewage mains or pipelines, walking/cycle trails.
Are there environmental risks surrounding the project?
Due to long span lengths between towers and their high ground clearance, transmission lines co-exist with nature. Although some felling of trees will be required during the construction work, natural regeneration is allowed to come up after the stringing work is completed on the towers.
Will we be paid compensation?
Affected land owners will be paid compensation as per the government policy. Government of Gujarat and Government of Maharashtra have released guidelines for the compensation payment of transmission line projects. The guidelines for concerned states can be accessed in the Download section.
Are transmission lines unsafe during monsoons?
Transmission lines will be safe even in monsoon if a minimum distance of 5.5 meters is maintained vertically and horizontally. New transmission lines are built with a grounded shield wire along the top of the poles, above the conductors, to protect the line from lightning.
Will this project pose any health risk to us?
The project is absolutely safe for humans, animals, and property. All safety related measures are taken during and after the execution of the project. Electricity does not run through transmission towers. Further, earthing is provided to each tower for protection from lightning strikes.
